@JewishXenu, probably because his chemicals didn't do anything. He most likely knew how understand weather patterns and went to towns that he knew were about to have lots rain and took credit for making it

Fun fact, he didn't accept the payment because if he did, he would be claiming responsibilty for the damages of the flood and would have to pay for the damage it did.
@Nine Tailed Fox, I don't think it was he 'declined' the payment as much as it was that a court deemed the flood a will of God and no human could possibly coerce it. So even if he WANTED to, he was denied entitlement to anything including damages because the court called his bluff.
