@DaddyWurzel, Its hard to infer tone from text :) It's worth considering that this part of Isaiah is a judgement message from God to the city of Babylon, who were enemies of his people the Israelites. After specifying that the Babylonians would be destroyed and how it would happen, he then makes the statement you quoted, emphasising that he is the one who has ultimate control over keeping peace for his people while punishing a city that he had rightly condemned to death for their horrible practises. In this case, yes he is a bringer of calamity for a specific people, but this isn't addressed to the entire world. This is in the bible to show that nothing can stop him from doing what he says will happen, and today Babylon is still a pile of ruins as prophesied.
