@DarthPlaugeistheWise, the reason why they are saying 5. is because there is a line obstructing the flow into 2 and that 1 is to high up and would flow into 5.
In all honesty, it depends on flow rates from the faucet and how much can pass through the connection tube. If the first is greater than the latter then 1 would overflow first. Also, I'm looking for friends and am very fun at parties

which is a linear function of the depth
@occasionalmutant, assuming there is not an extreme difference in flow rates, 1 would empty into 5, and 5 has no outflow. So 1 would fill until the water rises to the level of the pipe, and stay there until 5 rises to the level of the pipe. Then, both 1 and 5 would rise together (equal pressure heads from level of pipe). Since they rise together, 5 would overflow first

'Fill' is the key word but 2 would have the most water in it first because of the position of the outflow from 2 to 4.
One will fill five. Five cannot fill two because the pipe is blocked. If the overflow from five can run into six, then 6 can fill three to overflowing. Three cannot filled four because the outlet is higher than the top of three. Therefore four and two will stay completely empty.

it's 1. it has to be 1 or 2 because 2 is blocked from everything else. and once the water fills in tank two to the level of the top of the open pipe, it levels out and wont rise until one fills up. or I'm wrong conpletely.
The recent cold front froze the connection between one and five, so one fills first.
This was a bumpy ride
